Priorities

PRIORITY PROJECTS OF THE UNITED FRONT OF THE HAITIAN DIASPORA
(THE UNITED FRONT)

The United Front held its first annual retreat during the weekend of July 14-16, 2017. During this retreat, we adopted several strategic policy objectives. However, to be efficient, we decided to focus on certain priorities which are being characterized as projects and to place each project/priority under the leadership of a project manager so as to focus the work and achieve vertical progress for each project. The priorities/projects are the following:

 

1) REGISTER ALL HAITIANS LIVING IN THE DIASPORA INTO THE NATIONAL RECORDS OF HAITI SO THAT WE CAN GET OUR NATIONAL IDENTIFICATION/ELECTORAL CARDS TO MEET THIS IMPORTANT CRITERION TO BE ABLE TO EXERCISE OUR RIGHTS TO VOTE, TO BE COUNTED AS WE SEEK REPRESENTATION IN PARLIAMENT AND TO ACHIEVE OTHER RIGHTS.

2) REGISTER THE UNITED FRONT IN HAITI AS THE FWON INI DYASPORA AYISYEN TO HAVE AN OFFICIAL LEGAL PRESENCE IN HAITI. WE NEED TO HAVE AN OFFICE TO HOLD MEETINGS/FORUM AND OTHER EVENTS TO DISCUSS RELEVANT ISSUES TO HAITI’S DEVELOPMENT AND THE DIASPORA’S PARTICIPATION IN THAT PROCESS. WE ALSO AGREED TO BUILD RELATIONSHIPS/ ALLIANCES WITH MASS ORGANIZATIONS IN HAITI TO HELP ADVANCE OUR MISSION AND TO HELP LEVERAGE SUPPORT FOR DIFFERENCE POLICY INITIATIVES.

3) ADVOCATE FOR SPECIFIC CHANGES CONSTITUTIONALLY, LEGISLATIVELY, STATUTORILY, VIA REGULATIONS, VIA DECREES AND CHANGES IN THE PRACTICES AND POLICIES OF HAITI TO INCREASE THE RIGHTS OF ALL HAITIANS ESPECIALLY THOSE LIVING IN THE DIASPORA AND TO IMPROVE THE GENERAL WELL-BEING OF THE NATION. WE AGREE TO SUBMIT PROPOSITIONS OF AMENDMENTS TO THE CONSTITUTION (SEE THE UNITED FRONT PROPOSITIONS D’AMENDMENTS) AND ACCOMPANYING PROPOSITIONS OF LAW SUCH AS ONE PROHIBITING DISCRIMINATION AGAINST HAITIANS LIVING IN THE DIASPORA ON THE BASIS OF PLACE OF RESIDENCE IN ORDER TO PROTECT AND ENLARGE THE RIGHTS OF THE DIASPORA LIVING OUTSIDE OF HAITI TO PARTICIPATION AND BE REPRESENTED IN PARLIAMENT.

4) ADVOCATE TO DECENTRALIZE THE BUDGETING PROCESS IN HAITI SO THAT THE TERRITORIAL COLLECTIVITIES/COMMUNES/MUNICIPALITIES CAN CONTROL THEIR BUDGETS AND EXCITE THE FULL PARTICIPATION OF CONSTITUENTS IN THE ROBUST EXERCISE OF BUDGET CREATION TO RECEIVE THEIR FAIR SHARE OF THEIR BUDGETS TO MEET EDUCATIONAL, EMERGENCY SERVICE, THE HEALTH CARE, STREET AND SANITATION, POLICE, THE INFRASTRUCTURAL MAINTENANCE AND OTHER LOCAL NEEDS OF THEIR CONSTITUENTS. TO MOVE FORWARD THIS AREA OF UNITED WORK STRATEGICALLY, WE NEED TO ENSHRINE IT INTO LAW. THE UNITED FRONT HAS ALREADY PREPARED A PROPOSITION OF LAW ON ECONOMIC DEVELOPMENT THROUGH LOCAL BUDGETING.

5) DEMAND AND ACHIEVE ACOUNTING OF THE $1.50 TAKEN FROM OUR TRANSFERS AND THE $.50 TAKEN FROM OUR TELEPHONE CALLS AND THE RIGHT TO AGREE OR DISAGREE WITH SUCH TAXATION.

6) ENGAGE OURSELVES AS THE UNITED FRONT IN THE HOT BUTTON ISSUES IN HAITI AND IN THE DIASPORA. THESE ISSUES WILL COME UP FROM TIME TO TIME. RIGHT NOW, IN THE U.S., IT IS T.P.S. (SEE THE UNITED FRONT LETTER TO PRESIDENT TRUMP AND ACTING SECRETARY DUKE ENTITLED: REQUEST FOR HEARING FOR RECONSIDERATION OF THE DECISION TO TERMINATE THE TPS FOR HAITIAN BENEFICIARIES). PERPETUALLY, WE WILL STAY ENGAGED IN THE FIGHT TO DEFEND THE MIGRATORY AND HUMAN RIGHTS OF HAITIANS IN THE DR, BAHAMAS, US, CANADA, HAITI AND ELSEWHERE.

7) TO PROMOTE THAT HAITI EXPANDS ITS INTERNATIONAL ECONOMIC DEVELOPMENT PARTNERS TO INCLUDE NATIONS SUCH AS THE PEOPLE’S REPUBLIC OF CHINA, DUBAI, INDIA, ETHIOPIA AND OTHERS WHICH COULD HELP WITH HAITI’S DEVELOPMENT, AGRICULTURE, INFRASTRUCTURE AND GENERAL COMMERCE.

8) TO INFLUENCE THE U.S INTERNATIONAL AID (USAID) PROGRAM SO THAT ALLOCATIONS TO HAITI MAY BE DIRECTED IN AREAS MOST IMPACTFUL FOR LONG TERM DEVELOPMENT AND STABILITY SUCH AS ENERGY, REFORESTATION, INFRASTRUCTURE, AGRICULTURE, ETC., AS DETERMINED BY THE HAITIAN GOVERNMENT.

9) TO INFLUENCE THE HAITIANS RECEIVING REMITTANCE MONEY FROM THE DIASPORA TO USE SUCH FUNDS TO CONSUME GOODS AND SERVICES MADE IN HAITI TO HELP ENTICE ECONOMIC DEVELOPMENT AND JOB CREATION IN HAITI.

10) TO INFLUENCE HAITIAN BUSINESSMEN AND BUSINESSWOMEN TO PROVIDE HAITIAN-MADE GOODS AND SERVICES TO HELP ENTICE ECONOMIC DEVELOPMENT AND JOB CREATION IN HAITI.
